TECHNICAL SERVICES FOR OPTIMIZATION OF OIL AND PETROLEUM
PRODUCTS STORAGE CAPACITIES IN JORDAN
The Ministry of Energy and Mineral Resources invites qualified local and international
companies specializing in technical services related to enhancing the efficiency and capacity
of oil and petroleum products storage in the Hashemite Kingdom of Jordan to submit their
proposals.
The objective of this project is to assess the existing storage capacities, identify future
storage requirements, explore strategic and commercial opportunities, and develop an
optimal strategy for expanding oil and petroleum products storage facilities in accordance
with international best practices.
Minimum Requirements
• At least 10 years of experience in oil sector consulting projects.
• Details of at least three similar projects completed within the last 10 years in Engineering
Consultancy. These projects must demonstrate expertise in petroleum products storage
studies, strategic reserves planning, storage capacity optimization, energy infrastructure
development, feasibility studies, master planning, and technical and economic
assessments.
Interested bidders are requested to submit a Letter of Interest (LOI) within 10 days from
the date of this invitation.

1. The Bid Security (Bank Guarantee), issued by a local bank, shall be submitted in a
separate sealed envelope in accordance with the following requirements:
• Tender Number: (11/M/works/2026).
• Tender Name: Technical services for Optimization of oil and petroleum products
storage capacities in Jordan
• Bid Security Value: (9000) nine Thousand USD.
• Bid Security Beneficiary: In the name of His Excellency the Minister of Energy and
Mineral Resources, in addition to his official title.
• Bid Security Validity Period: (120) days from the date of bid submission.
• Bid Validity Period: (120) days from the date of bid submission.
• Bidder's Name: Exactly as stated in the company’s Commercial Register (Certificate of
Registration).
2. In the event that the bidder is a Joint Venture/Consortium, the Leader of the Joint Venture/
Consortium must be designated in accordance with the Joint Venture agreement or letter of
intent, and the Bid Security must be issued in the name of the Joint Venture/Consortium. If
a member of the consortium withdraws during the bid evaluation stage, the submitted offer
will be rejected.
3. If bids are submitted as a consortium, the names of the consortium members must be
stated in the bid bond. Failure to do so will result in the bid being rejected. (A sample bond
is attached to the procurement documents)
4. The procurement documents, technical offer, and financial offer must be stamped and
signed by the bidder (whether a company or a consortium).
5. Any bid not accompanied by the required Bid Security will be rejected.
6. Any bid will be disqualified if its Bid Security does not comply with the attached Form
(Bid Security Form) and the security requirements specified in the announcement and the
procurement documents.
7. The bidder must verify with the bank, prior to receiving the Bid Security, that it strictly
complies with the attached form and the terms and conditions set forth in the invitation and
procurement documents.
8. The Technical Proposal shall be submitted in a separate sealed envelope clearly marked
"Technical Proposal." The Financial Proposal shall be submitted in a separate sealed
envelope clearly marked "Financial Proposal." The Bid Security (Bank Guarantee) shall be
submitted in a separate sealed envelope. All of the above envelopes shall be enclosed in
one outer sealed envelope clearly marked with the Tender Name, Tender Number, and the
name of the Bidder, whether a company or a Joint Venture/Consortium.
9. The Technical Proposal shall not include any financial information. A Technical Proposal
containing financial information may be declared non-responsive.

The deadline for submission of the technical and financial proposals is 17/8/2026 at 12:00
PM (Jordan Time) and must be submitted to the main building of the ministry of energy and
minerals resources fifth floor- tenders section.
